The majority of the Soldiers and civilians assigned to the Vicenza area live in housing on the Italian economy, either in Vicenza or in neighboring communities. Typically personnel are housed within a 30-minute commute from Caserma Ederle. For this reason, we strongly recommend shipping a vehicle early enough to have it available upon arrival in Vicenza or be prepared to purchase a vehicle locally. Most unaccompanied, junior enlisted Soldiers in the grades of E-1 through E-6 will reside in the barracks available in Caserma Ederle. A small number of Senior Enlisted Bachelors Quarters (SEBQ) and Bachelor Officer Quarters (BOQ) are also available. Service members cannot be placed on the waiting list prior to their arrival in Vicenza.

In Processing

All personnel will report to the housing office upon arrival to schedule an in-processing briefing, establish eligibility for Temporary Lodging Allowance (TLA) if authorized and to be placed on an appropriate waiting list.

Accompanied military personnel and unaccompanied personnel in the grades of E7 and above will be authorized TLA until permanent family housing can be provided. TLA must be approved by the housing office every 10 days as verification that personnel are aggressively seeking family housing to maintain eligibility for TLA. Unaccompanied military personnel in grades E-1 through E-6 will be housed immediately upon arrival by the First Sergeants Barracks Program (FSBP) staff in the barracks on post. All unaccompanied Soldiers in grades E-6 and below will not receive TLA if barracks are available. Before you stay in the hotel, be sure to check with FSBP or housing staff.

IMCOM Europe installations operate under the mandatory housing policy. Refusal of adequate government housing will result in forfeiture of TLA.

DOD civilians, who are entitled Temporary Quarters Sustainment Allowance (TQSA) to offset initial lodging expense and costs incurred from moving, should contact their gaining personnel office for further details on allowances.


Government Provided Family Housing

Villaggio Della Pace is a small government housing area primarily used for junior enlisted Soldiers grades E-6 and below and their Families. Its amenities include: a small shoppette, swimming pool, large children’s play ground and new DODDS school complex and child development center. Villaggio Della Pace is approximately one mile from Caserma Ederle.

In addition to the units in Villaggio Della Pace there are also government leased quarters throughout the local area available to military families. The government leased quarters consist of houses, duplexes and apartments. Depending on your grade and family size, government leased houses range in size from 2 to 4 bedrooms. Usually, homes equipped with garages can be found, however garages are generally smaller than American-style garages and will accommodate smaller vehicles. Some homes may come with designated parking spot(s).


Private Rental Housing

When government quarters are not available for either accompanied or unaccompanied personnel, the housing office will provide assistance in locating and renting a private rental.

The Housing Division has experienced, professional staff who will help all personnel with their housing needs. Personnel should be advised that using agencies (real estate agents) can be costly and may not include all provisions required by a military contract. See the Agencies memo for Military personnel

After initial briefings, those personnel seeking private rental housing will be able to visit available housing. To search housing available in the Vicenza area, visit http://www.ahrn.com/.

Our free taxi-interpreter will escort you to visit available housing on site and our staff of contract counselors will assist you in negotiating a suitable private rental contract. We will provide you and the landlord with copies of the lease in English and Italian, and explain what you must do to comply with Italian law. We will perform all pre- and post-acquisition inspections of rentals with owners and ensure that standards and lease requirements are met. We will also help you to sign up for home utilities and answer questions about billing and services. Once you have settled into your residence, we maintain a help desk to assist in any issues that may arise with your residence during your tour.

The choices for housing are varied and interesting. Some personnel choose to live in apartments that are within walking distance to shops and downtown markets. Some rent in country homes and suburban duplexes, and share a yard with Italian neighbors. Other’s find apartments in the historic walled city or renovated villas, and where they set up house in 500 year-old buildings. Where you live is determined largely by what is important for you and, if accompanied, your Family, and our staff will try to help you find a home that accommodates your needs.

Apartments are more common than stand-alone homes, but some single houses, town houses and duplexes are available, especially for those willing to live farther from the installation. Italian homes are generally smaller than typical homes found in the United States, and do not include built-in closets. They generally have smaller garages. Due to the climate, most homes have tile, marble or wood floors throughout the residence. Balconies are very common, with many houses and apartments having multiple balconies. Homes with four or more bedrooms are harder to find, are more expensive and may be further away from the installation.


Single & Unaccompanied Soldiers

Barracks are available for unaccompanied Soldiers E-1 through E-6. Single/Unaccompanied Soldiers in the pay grade of E-6 and below are normally housed upon their arrival in the barracks. If there is no space in the barracks, they will be authorized TLA until space becomes available. Soldiers are usually housed with fellow Soldiers from their same unit in either double-occupancy rooms with shared bath or single rooms with private bath.

Barracks have day rooms and laundry facilities for use of the occupants and are all located on Caserma Ederle, within walking distance of Dining facility, shops, swimming pool and gym. Unaccompanied Soldiers in the pay grade of E-7 and above may apply for SEBQ/BOQ, when available, or obtain an appointment with a private rental counselor and search for off-post housing. Permanently assigned personnel in the grade of E-7 and above who are entitled to BAH at the “with dependent” rate, and are serving an unaccompanied (all others) tour may elect to reside off post if adequate Government housing is not available. A statement of non-available (SNA) will be issued to these individuals.

All military personnel must in-process at the Housing Office immediately upon their arrival, unless they are assigned to the barracks. A general housing briefing is provided at the Central Processing Facility. When service members report to the housing office, the following will be accomplished:

- Verification of Temporary Lodging Eligibility

- Placement of name on the appropriate waiting list

- Assistance in finding private rental housing (if government quarters is not available)

DA Civilians

DA Civilians are eligible for assistance from the Housing Office in finding Private Rental Housing. They must attend the Housing briefing and Housing will assist them to view available residences, and assist with translation, contract negotiation, and support throughout their tour. Civilians should speak with the Civilian Personnel Advisory Center for information on lodging and per diem expenses.

Pets

Many Italian landlords do not accept pets. Pets are allowed in government quarters in Villaggio and in some government-leased quarters however, there is a limit of two pets per Family. For more information on bringing a pet to Italy, see Living in Italy with Pets . USAG Housing Policy provides information regarding keeping pets in government quarters to include and not limited to:

- Dogs must be kept on a leash

- Dogs will not be left unattended on balconies

- Pets will not be tied to trees, utility lines or poles, fences, etc.

While every effort is made to accommodate Families with pets, if there are no government quarters available that accept pets, a Family may have to seek private rental quarters. Service members may not stay on TLA because government-offered quarters do not accept pets.

Appliances and Furnishings

The housing Office also assists with providing items that do not come standard in Italian homes. As available, Housing will issue washers, dryers, large kitchen appliances (Stoves, refrigerator, dishwasher if accompanied) kitchen cabinets and wardrobes for the duration of your assignment. Personnel are also issued an AFN digital decoder which will allow reception of the 10 AFN TV channels. Transformers and adapters are available for purchase at the Post Exchange, Post Thrift Store or at MWR Marketplace.

To assist families on moving into housing immediately, short term-loaner furniture can be provided for 90 days or until household goods arrive. These items include beds and mattresses, kitchen tables, side tables, couches, chairs and other items on an as-available basis.

Army community Service runs the Lending Closet which provides other items such as pots and pans, dishes, car seats, strollers and more. However, they do not lend linens so it is good policy to ship some linen in your hold baggage or mail to your sponsor before arrival.

Remember that electricity in Italy is 220 volt; most American electronics use 110 volts and will require a transformer before use. U.S. cordless phones, baby monitors and other wireless electrical devices utilize frequencies which are illegal and cannot be used. Devices must be European approved with the mark CE for use in Italy.
